The problem is that sasuke sharingan allows him to control Bijuus. Against the first hokage that power of the sharingan was completely useless since he had is own jutsu to control Bijuus. Madara summoned the nine-tailed fox against the First and got owned because of that.

You don't need a Sharingan to fight a Sharingan user. The first Hokage was able to beat the strongest Uchiha ever without having a sharingan and Gai can beat Kakashi.
