Scanning means you put it in a scanner and push "scan".Jeff Smith, the artist, used normal ink and paper for it.

if u dont mind me asking what dose scanning mean and do u live trace your work in adoby illistrator or do u just do all your work in photo shop coz the line art seems pritty smooth and also what do you use to make your panels
